{"id":3149,"date":"2025-05-13T13:39:49","date_gmt":"2025-05-13T13:39:49","guid":{"rendered":"https:\/\/arunachaltoday.live\/?p=3149"},"modified":"2025-05-13T14:50:32","modified_gmt":"2025-05-13T14:50:32","slug":"cabinet-rolls-out-development-blueprint-greenlights-hydropower-projects-education-policies-home-guardsdistrict-fellowship-program","status":"publish","type":"post","link":"https:\/\/arunachaltoday.live\/?p=3149","title":{"rendered":"Cabinet Rolls Out Development Blueprint: Greenlights Hydropower Projects, Education Policies, Home Guards, District Fellowship Program"},"content":{"rendered":"\n<p><strong>KIBITHU, May 13:\u00a0 <\/strong>Taking the \u2018Cabinet\u00a0Aapke\u00a0Dwar\u2019 concept a step further, Chief Minister Pema Khandu today made history by holding the state Cabinet Meeting at\u00a0Kibithu, the last outpost along the Indo-China (Tibet) border in\u00a0Anjaw district and taking several key decisions for accelerated development of the state.\u00a0\u00a0<\/p>\n\n\n\n<p>The Cabinet, chaired by Khandu,\u00a0today approved the formation of a Joint Venture Company, M\/s NEEPCO Arunachal Hydro Power Corporation Limited\u2019 between the State Government and NEEPCO for the implementation of\u00a0five hydro\u00a0power\u00a0projects in\u00a0the state .These\u00a0projects are\u00a0Tato I,\u00a0Heo,\u00a0Tato\u00a0II,\u00a0Naying\u00a0and\u00a0Hirong\u00a0in Shi-Yomi district.\u00a0\u00a0<\/p>\n\n\n\n<p>Of\u00a0these\u00a0five\u00a0projects,\u00a0Tato I and Heo HEPs have already received approval\u00a0of\u00a0the Cabinet Committee on Economic Affairs and are likely to begin construction soon. The approval for formation of this Joint Venture Company marks a significant step forward in the commissioning of 13\u00a0large HEPs which were rejuvenated by the State Government by signing\u00a0MoAswith Central PSUs in 2023.\u00a0<\/p>\n\n\n\n<p>Acknowledging the significance of hydropower in economic growth of the state, the Cabinet also approved modifications in the State Hydro Power Policy, 2008 and Local Area Development Fund Guidelines, 2022 allowing contribution of 1% of free power by Power Producers, including PSUs, on behalf of the State Government to Local Area Development Funds established for the welfare of Project Affected Areas. These modifications will enable higher and timely contributions to the Local Area Development Fund, enhancing the welfare of Project Affected Families with no additional cost to the State exchequer.\u00a0<\/p>\n\n\n\n<p>The Cabinet also granted approval for the restoration of the\u00a0Gongri\u00a0HEP (144 MW) to\u00a0the SPV M\/s\u00a0DirangEnergy Private Limited under the Arunachal Pradesh Restoration of Terminated Large Hydropower Policy under Special Circumstances,\u00a02025. With this approval,\u00a0Gongri\u00a0HEP becomes the first project restored under this innovative policy.\u00a0\u00a0<\/p>\n\n\n\n<p>The Cabinet also approved the restructuring of the Department of Hydro Power Development, including offices at the Zonal, Circle and Division levels\u00a0by allocating works to Chief Engineers and their subordinate officers in a basin-wise manner. This restructuring would enable seamless coordination with PSUs and Independent Power Producers and help promote the timely commissioning of all HEPs in the State.To bolster the Hydro sector, 84 technical and 12 non-technical posts were also given go ahead by the Cabinet.\u00a0This in line with the earlier announcement of \u2018<strong><em>Decade of Hydropower\u2019<\/em><\/strong>\u00a0by the Govt. It is expected that with this decision, Hydropower will be the largest contributor to the economy of the State and Nation- Towards\u00a0Vikshit\u00a0Arunachal Pradesh.\u00a0<\/p>\n\n\n\n<p>To bring equitable and rational distribution of teachers and non-ministerial employees across govt schools in the state,&nbsp;the Cabinet today approved replacing the&nbsp;Teachers\u2019 Transfer and Posting Policy, 2019\u20132020 with the revised Teachers\u2019 Transfer and Posting Policy, 2025, for all regular teachers and administrative cadres (non-ministerial).&nbsp;&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" width=\"800\" height=\"412\" src=\"https:\/\/arunachaltoday.live\/wp-content\/uploads\/2025\/05\/unnamed-2.jpg\" alt=\"\" class=\"wp-image-3150\" srcset=\"https:\/\/arunachaltoday.live\/wp-content\/uploads\/2025\/05\/unnamed-2.jpg 800w, https:\/\/arunachaltoday.live\/wp-content\/uploads\/2025\/05\/unnamed-2-300x155.jpg 300w, https:\/\/arunachaltoday.live\/wp-content\/uploads\/2025\/05\/unnamed-2-768x396.jpg 768w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><\/figure>\n\n\n\n<p>Henceforth,\u00a0the teachers and non-ministerial employees transfer and posting will be implemented through the Teachers Registry Portal &#8211; an application through a fully automated, logical, and transparent system for rationalization, transfer and posting of all categories of teachers and administrative cadre (non-ministerial).\u00a0This was approved by the Cabinet today to ensure the timely, transparent, rational\u00a0and accountable deployment of teachers,\u00a0which will directly impact the quality of education.\u00a0<\/p>\n\n\n\n<p>Meanwhile, the Cabinet has accorded approval for creation of 32 numbers of Teaching and Non-Teaching posts for Arunachal Pradesh University,&nbsp;Pasighat. These include the posts of Deputy Registrar, Librarian, Assistant Librarian, Associate Professor, Assistant Professor, Section Officer, Personal Secretary, Assistant and Lab Assistant.&nbsp;<\/p>\n\n\n\n<p>It further approved&nbsp;framing of&nbsp;<strong>\u201cMarking Scheme for Direct Recruitment to the posts of Post Graduate Teachers (PGTs) and Trained Graduate Teachers (TGTs), Rules, 2025<\/strong>\u201d at par with curriculum and eligibility framework of National Council of Teachers\u2019 Education (NCTE), Govt of India, to maintain the requisite teaching-learning standard in the state.&nbsp;This will pave way for immediate recruitment of Subject teachers to plug the gap in subject teachers in the school.&nbsp;<\/p>\n\n\n\n<p>In another major development, the State Cabinet approved the creation of 200&nbsp;posts of Home Guard, marking a significant step toward strengthening internal security, law enforcement, and disaster response mechanisms in&nbsp;the state.This initiative aims to bridge the gap in manpower shortages within the police force and enhance community policing efforts across the state.&nbsp;<\/p>\n\n\n\n<p>The&nbsp;Cabinet has&nbsp;sanctioned200 Home Guard posts on a voluntary basis, aligning with the Arunachal Pradesh Home Guards Rules,2023.&nbsp;These Home Guard volunteers will be deployed strategically across various districts to support police operations and provide additional security at key locations such as highways, public service&nbsp;centers, and&nbsp;as&nbsp;emergency&nbsp;response units.&nbsp;<\/p>\n\n\n\n<p>Further, with a vision to augment the capabilities of the Department of Land Management, the Cabinet approved the proposal of amendment\/framing of Recruitment Rules to the post of DLRSO, Surveyor, Kanungo, Mandal and Field Assistant under the department in line with&nbsp;terms of requisite educational qualification\/skill, age and other service positions as per the 7<sup>th<\/sup>&nbsp;CPC recommendation and&nbsp;other guidelines issued by the Government from time to time.&nbsp;&nbsp;<\/p>\n\n\n\n<p>In major decision. The Cabinet approved restructuring the APCS to further boost governance in the State. Posts of Secretary has been increased from 3 to 8 and posts of Additional Secretaries have been increased from 8 to 13. Further, the nomenclature of EAC has been predesignated to Assistant Commissioner. Further, Personnel Department to examine the issue of&nbsp;encadrement&nbsp;and other issues related to the APCS cadre within 2 Months.<\/p>\n\n\n\n<p>Cabinet also approved signing Tripartite agreement with GOI and Capacity Building Commission under Mission&nbsp;Karmayogi. This will facilitate need based training of all State Govt Employees and equip them to face the evolving challenges of Governance and service delivery to the public.&nbsp;<\/p>\n\n\n\n<p>To streamline District Level administration, the Cabinet approved to empower Deputy Commissioners to suspend erring District Officials under specific circumstances.\u00a0To strengthen The Institution of Deputy Commissioner, Cabinet today approved the\u00a0<strong><em>MukhyaMantri\u00a0Viksit\u00a0Arunachal District Fellowship Program<\/em><\/strong>. With this 35 Fellows and 65 Assistant Fellows would be deployed in\u00a0all\u00a0the Districts to assist the DCs in furthering the Viksit Arunachal Goals of the State.\u00a0<\/p>\n\n\n\n<p>Cabinet approved framing the AP Boilers (Inquiry adjudication and appeal) Rules,2025. This will pave way for smooth adjudication of issues related to boilers.&nbsp;<\/p>\n\n\n\n<p>Cabinet reviewed the status of the&nbsp;Niglok&nbsp;Industrial Growth Centre to boost industrialization in the State of Arunachal Pradesh.\u200b<\/p>\n\n\n\n<p>The Cabinet\u00a0also approved in principle\u00a0<strong><em>The Sunrise Festival\u00a0<\/em><\/strong>in\u00a0Anjaw\u00a0District.\u00a0This is because the Nation\u2019s first Sun rises at Dong. The vision is to have a curated festival managed by experienced experts as a self-sustained model. The State Govt shall provide infrastructure facilities in furtherance of this Vision. The dates shall coincide with the New Year and should continue for at least 5 days.
