During his first visit in 2017, he noticed the old building\u2019s cramped classrooms and lecture halls and had assured modern infrastructure to the institute that trains government officers and employees, who are the \u2018backbone\u2019 of governance.<\/p>\n\n\n\n<p>Congratulating the Department of Administrative Reforms &amp; Training, ATI, the PWD and other stakeholders, Khandu said that it is not only about the opening of a modern infrastructure but about reaffirming the government\u2019s collective commitment to build a responsive, efficient, and professional governance system in Arunachal Pradesh.<\/p>\n\n\n\n<p>Acknowledging the fact that governance in Arunachal Pradesh comes with unique challenges owing to its difficult terrains, dispersed habitations, rich but diverse tribal cultures, and the demand for inclusive development, Khandu said, \u201cTo meet these challenges, we require not just administrators, but visionary leaders who are empathetic, innovative, and committed to the values of transparency, accountability, and service to the people. Institutions like ATI are the crucibles where such officers are shaped.\u201d<\/p>\n\n\n\n<div class=\"wp-block-image is-style-default\"><figure class=\"aligncenter size-full\"><img loading=\"lazy\" width=\"700\" height=\"520\" src=\"https:\/\/arunachaltoday.live\/wp-content\/uploads\/2025\/10\/ATI-2.jpg\" alt=\"\" class=\"wp-image-3868\" srcset=\"https:\/\/arunachaltoday.live\/wp-content\/uploads\/2025\/10\/ATI-2.jpg 700w, https:\/\/arunachaltoday.live\/wp-content\/uploads\/2025\/10\/ATI-2-300x223.jpg 300w\" sizes=\"(max-width: 700px) 100vw, 700px\" \/><\/figure><\/div>\n\n\n\n<p>Khandu asserted that training and capacity building of newly recruited APCS officers as well as other employees is of utmost importance as with development emerges new challenges and that government officers should well equipped not only to face these challenges but bring concrete solutions.<\/p>\n\n\n\n<p>\u201cHere in comes the big role and responsibility of ATI. I hope that the new facilities will create and ambience conducive for training and capacity building,\u201d he expressed.<\/p>\n\n\n\n<p>Khandu expressed hope that the 140 newly recruited Group-A and Group-B officers through the APPSCCE 2024-2025 batch, who will undergo a four-month Induction Training starting 6<sup>th<\/sup> October in the new facility, will receive the best of trainings.<\/p>\n\n\n\n<div class=\"wp-block-image is-style-default\"><figure class=\"aligncenter size-full\"><img loading=\"lazy\" width=\"700\" height=\"389\" src=\"https:\/\/arunachaltoday.live\/wp-content\/uploads\/2025\/10\/ATI-3.jpg\" alt=\"\" class=\"wp-image-3869\" srcset=\"https:\/\/arunachaltoday.live\/wp-content\/uploads\/2025\/10\/ATI-3.jpg 700w, https:\/\/arunachaltoday.live\/wp-content\/uploads\/2025\/10\/ATI-3-300x167.jpg 300w\" sizes=\"(max-width: 700px) 100vw, 700px\" \/><\/figure><\/div>\n\n\n\n<p>He also assured that necessary manpower to run the ATI will be fulfilled very soon and informed that the government has already inducted four full-time faculty members.<\/p>\n\n\n\n<p>Emphasizing on the need to bring in reforms with time, the Chief Minister cited the establishment of the Arunachal Pradesh State Selection Board (APSSB) and overhauling of the Arunachal Pradesh Public Service Commission (APPSC).<\/p>\n\n\n\n<p>He further informed that a major reform is under process to rationalize manpower in all government departments, directorates and in the districts.<\/p>\n\n\n\n<p>\u201cThe newly constituted State Commission for Reforms is undertaking a rigorous exercise in this regard and hopefully it will be completed within two years,\u201d he said. &nbsp;<\/p>\n\n\n\n<div class=\"wp-block-image is-style-default\"><figure class=\"aligncenter size-full\"><img loading=\"lazy\" width=\"700\" height=\"532\" src=\"https:\/\/arunachaltoday.live\/wp-content\/uploads\/2025\/10\/ATI-1.jpg\" alt=\"\" class=\"wp-image-3870\" srcset=\"https:\/\/arunachaltoday.live\/wp-content\/uploads\/2025\/10\/ATI-1.jpg 700w, https:\/\/arunachaltoday.live\/wp-content\/uploads\/2025\/10\/ATI-1-300x228.jpg 300w\" sizes=\"(max-width: 700px) 100vw, 700px\" \/><\/figure><\/div>\n\n\n\n<p>The ATI complex, spread across 5,347 square metres as per the Government allotment order of May 2017, has steadily grown in scope and importance. As per the Business Allocation Rules of 1998, its activities span a wide range &#8211; training of ministerial staff and mid-level officers on office rules and procedures, judicial training for Arunachal Judicial Service officers at NEJOTI Guwahati, induction and foundation courses for APCS and other administrative officers, issue-based training programmes, deputation of officers to national and international centres, and coordination with other institutions across India. &#8220;For additional requirements of infrastructure upgradation of the new buildings, State Govt. has sanctioned Rs.426.72 lakh in March 2025.&#8221;<\/p>\n\n\n\n<p>Present on the occasion were Itanagar Legislator Techi Kaso, State Commission for Reforms Member Hento Karga, Chief Secretary Manish Kumar Gupta, Finance Commissioner Y W Ringu, Secretary Administrative Reforms &amp; Training Ira Singhal and officials of PWD, ATI Directorate and faculty members.
