ITANAGAR, MAY 14: .\u00a0The State Cabinet, chaired by Chief Minister Pema Khandu, convened on Thursday, 14 May 2026, deliberated on a series of important policy, administrative, governance and developmental matters concerning various departments of the Government of Arunachal Pradesh.<\/p>\n\n\n\n

2.\u00a0During the meeting, the Cabinet discussed several proposals relating to administrative reforms, recruitment rules, urban governance, public examination safeguards, horticulture promotion, institutional strengthening, welfare measures and service-related matters.<\/p>\n\n\n\n

3.\u00a0One of the significant decisions taken by the Cabinet was approval of the proposal of the Department of Administrative Reforms & Training for framing of the \u201cArunachal Pradesh Public Examination (Measures for Prevention of Unfair Means in Recruitment) Rules, 2026.\u201d The Rules are aimed at strengthening safeguards against question paper leakages and other unfair practices in recruitment examinations conducted by various recruiting agencies in the State. The Rules operationalise provisions of the Arunachal Pradesh Public Examination (Measures for Prevention of Unfair Means in Recruitment) Act, 2024 and provide for engagement of examination authorities and functionaries, reporting procedures in case of examination-related offences and creation of monitoring mechanisms for implementation of the Act.<\/p>\n\n\n\n

4.\u00a0The Cabinet also approved proposals for amendment and modification of Recruitment Rules relating to Administrative Officers and Chief Engineers in various departments in order to streamline recruitment procedures and update service conditions in tune with present administrative requirements.<\/p>\n\n\n\n

5.\u00a0In the Agriculture Department, the Cabinet approved amendment of the \u201cPlanning Officer Group \u2018B\u2019 (Gazetted), Non-Ministerial Recruitment Rules, 1998.\u201d The amendment seeks to regularise changes already made in pay scale, Departmental Promotion Committee composition, consultation process with the Arunachal Pradesh Public Service Commission and years of qualifying service required for promotion. The revised Rules will now be known as the General Arunachal Service \u201cPlanning Officer Group \u2018B\u2019, Gazetted, Non-Ministerial Rules, 2026.\u201d<\/p>\n\n\n\n

6.\u00a0The Cabinet further approved framing of Recruitment Rules for 20 newly-created Group-C posts under the Department of Land Management, comprising 10 posts of Computer Assistant and 10 posts of Senior Computer Assistant. The approved Rules will enable commencement of recruitment processes after notification in the official gazette.<\/p>\n\n\n\n

7.\u00a0In a major boost to horticulture promotion and\u00a0agro-tourism, the Cabinet approved notification of the Pineapple\u00a0Expo\u00a0at\u00a0Bagra\u00a0in West Siang as an annual\u00a0Business\u00a0event under the Department of Horticulture. The initiative aims to promote the State\u2019s horticultural potential, strengthen market access, encourage value addition and food processing, and enhance branding of \u201cBagra\u00a0Pineapple\u201d at regional and national levels. The\u00a0Expo\u00a0is also expected to generate livelihood opportunities, encourage youth entrepreneurship and promote\u00a0agro-tourism and cultural tourism in the State.<\/p>\n\n\n\n

8.\u00a0The Cabinet also approved a proposal of the Home Department for merger of the lone post of Compounder under the Police Training Centre,\u00a0Banderdewa\u00a0with the Pharmacist cadre under the Directorate of Health Services. The move seeks to remove pay anomalies by upgrading the existing pay level from Level-5 (Rs 29,200 \u2013 Rs 92,300) to Level-6 (Rs 35,400 \u2013 Rs 1,12,400) under the 7th Central Pay Commission, besides ensuring compliance with provisions of the Pharmacy Act, 1948.<\/p>\n\n\n\n

9.\u00a0Further, the Cabinet approved a one-time procedural exemption from Physical Efficiency Test (PET) and Physical Standard Test (PST) for eligible candidates who had already qualified the physical tests and subsequently appeared in the written examination conducted on 13 July 2025 by the Arunachal Pradesh Staff Selection Board under Advertisement No. 09\/2020 for Post Codes 65\/20, 66\/20 and 67\/20 relating to recruitment of Constables in Civil Police, Arunachal Armed Police Battalion and Indian Reserve Battalion. The decision has been taken in public interest to avoid duplication of the physical test process and will not serve as a precedent for future recruitments.<\/p>\n\n\n\n

10.\u00a0In the Urban Affairs sector, the Cabinet approved the Arunachal Pradesh Tenancy Rules, 2026 aimed at operationalising provisions of the Arunachal Pradesh Tenancy Act, 2022 for creating a transparent, accountable and inclusive rental housing ecosystem in the State. The Rules provide for establishment and functioning of Rent Authorities, Rent Courts and Rent Tribunals, besides laying down procedures concerning tenancy agreements, security deposits, registration, eviction, dispute resolution and regulation of residential and commercial rental properties.<\/p>\n\n\n\n

The Cabinet also deliberated upon the proposed \u201cArunachal Pradesh Airport Area Development Authority Bill, 2026\u201d aimed at strengthening planned urban development around airport areas, including the\u00a0Hollongiregion adjoining Donyi Polo Airport,\u00a0Tezu,\u00a0Pasighat\u00a0etc. The proposed legislation seeks to replace the Arunachal Pradesh Airport Area Planning and Development Authority Act, 2023 and incorporate modern urban planning concepts such as land pooling, town planning schemes, local area planning and sustainable aero-city development models. The earlier legislation had envisaged utilisation of 102.38 hectares of government land adjacent to the airport area for development of world-class urban infrastructure.<\/p>\n\n\n\n

11.\u00a0The Cabinet\u00a0further\u00a0approved proposals of the Finance Department for amendment of Recruitment Rules for the post of Assistant Auditor and framing of new Recruitment Rules for the post of Sub-Treasury Accountant (STA) in order to strengthen administrative efficiency and financial management systems.<\/p>\n\n\n\n

12.\u00a0In the Home Department, the Cabinet further approved amendment of Recruitment Rules for the posts of Chief Head Warden, Head Warden and Warden under Prisons and Correctional Administration in supersession of existing Rules, with the objective of updating service conditions and recruitment procedures.<\/p>\n\n\n\n

13.\u00a0In recognition of exceptional bravery and sacrifice in service of the Nation, the Cabinet approved enhancement of cash grants for selected gallantry awards in respect of Armed Forces personnel belonging to the State. The revised assistance includes enhancement of cash grant for Param Vir Chakra recipients from Rs 50 lakh to Rs 1 crore, and for Ashok Chakra and Maha Vir Chakra recipients from Rs 30 lakh to Rs 50 lakh each.<\/p>\n\n\n\n

14.\u00a0The Cabinet also approved Recruitment Rules for newly-created posts of Principals and Wardens for Nursing Schools and Colleges under the Department of Health & Family Welfare. The Rules will regulate recruitment for seven posts of Principal and seven posts of Warden for two Nursing Colleges located at\u00a0Naharlagun\u00a0and\u00a0Pasighat\u00a0and five ANM Nursing Schools located at\u00a0Tawang,\u00a0Aalo, Daporijo,\u00a0Pasighat\u00a0and\u00a0Namsai.\u00a0The Cabinet directed to constitute a committee to study the feasibility of upgradation of the 5 ANM schools to GNM Institute and submit the report in one month.\u00a0<\/p>\n\n\n\n

15.\u00a0The State Government, reaffirming its unwavering commitment to ensure welfare and timely relief for every citizen of Arunachal Pradesh,\u00a0has accorded approval for modification of guidelines for grant of financial assistance to citizens from the Chief Ministers Relief Fund.\u00a016.\u00a0The Cabinet was briefed about the status of ILP in the state. In the new guidelines 2026 to strengthen and modernise the ILP regime under the Bengal Eastern Frontier Regulation, 1873 , following key features\u00a0have been included:1.\u00a0Fully digital\u00a0eILP\u00a0system with QR code verification at all check gates to eliminate fake permits.\u00a02.\u00a0Adhar-based authentication, mandatory police verification, and strict sponsor accountability for work ILPs to ensure complete traceability.3.\u00a0Enhanced penalties for overstay and other ILP violations with provisions to bar violators for\u00a0upto\u00a0\u00a02 years.\u00a04.\u00a0District Task Forces and surprise checks by SPs\/SDPOs at entry gates, markets, worksites and other routes to ensure strict compliance.\u00a0<\/p>\n\n\n\n

Austerity measures<\/strong>1. In view of the appeal made by Hon\u2019ble Prime Minister, Shri Narendra Modi, the State Cabinet issued austerity measures for compliance of all. 2. No Foreign Travels by Hon\u2019ble Ministers and Government Officials for next 1 year. 3. 50% reduction of convoys of HCM, HDCM and Hon\u2019ble Ministers4. \u201cVirtual First\u201d policy for all meetings. 5. Tickets for unavoidable official travels be booked 15 days in advance and LTC travel 45 days in advance. 6. 100% adoption of e-office\/ paperless desk by all sub-ordinate offices, circle offices, SDO headquarters by March 20277. Encourage carpooling and use of public transport for all officers and school and college students. 8. No procurement of new vehicles except emergency service requirement vehicles9. AC temperature shall be controlled (24* C and above) to optimize electricity usage.10. Encourage minimum usage of edible oil in Govt Schools, colleges, hospitals and canteens11. Promote certified organic farming across agricultural and horticultural farming12. All electronic items procure by Government to be 5-star energy efficient rated. 13. Encourage \u201cBuy Swadeshi, Buy Local: Strengthening our Nation and Empowering our Communities<\/p>\n","protected":false},"excerpt":{"rendered":"
