{"id":4118,"date":"2026-07-07T12:25:29","date_gmt":"2026-07-07T12:25:29","guid":{"rendered":"https:\/\/arunachaltoday.live\/?p=4118"},"modified":"2026-07-07T12:38:54","modified_gmt":"2026-07-07T12:38:54","slug":"govt-forms-high-level-committee-to-examine-abolition-of-8020-reservation-ratio-and-mandatory-prc-in-recruitment-after-aapsus-seven-day-ultimatum","status":"publish","type":"post","link":"https:\/\/arunachaltoday.live\/?p=4118","title":{"rendered":"Govt Forms High-Level Committee To Examine Abolition Of 80:20 Reservation Ratio and Mandatory PRC in Recruitment after AAPSU\u2019s Seven-Day Ultimatum"},"content":{"rendered":"\n<p>ITANAGAR, July 7: In a significant development following sustained demand from the All Arunachal Pradesh Students&#8217; Union (AAPSU), the Government of Arunachal Pradesh has constituted a high-level committee to examine the feasibility of abolishing the existing 80:20 reservation ratio in competitive recruitment and making Permanent Resident Certificate (PRC) and Arunachal Pradesh Scheduled Tribe (APST) Certificate mandatory for all competitive recruitment processes.<\/p>\n\n\n\n<p>The decision comes after AAPSU, led by its President Meje Taku, submitted a 13-point memorandum to Chief Minister Pema Khandu on June 2, in which recruitment reforms, including the reservation policy and mandatory PRC\/APST requirements, featured among the key demands. More recently, the union served the state government with a seven-day ultimatum, seeking a clear response on the status of its demands.<\/p>\n\n\n\n<p>According to the government order issued on July 6, the committee will be chaired by Industries, Skill Development, Labour &amp; Employment Minister Nyato Dukam and Principal Secretary (PWD\/Home) , Secretary (Law) , Secretary (Personnel) , Secretary (SJETA) as Members,  and  \u00a0\u00a0and \u00a0Joint Secretary (Administrative Reforms &amp; Training), will serve as Member Secretary.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" width=\"1024\" height=\"682\" src=\"https:\/\/arunachaltoday.live\/wp-content\/uploads\/2026\/07\/713744096_2128061844575644_2180049771361831896_n-1024x682.jpg\" alt=\"\" class=\"wp-image-4119\" srcset=\"https:\/\/arunachaltoday.live\/wp-content\/uploads\/2026\/07\/713744096_2128061844575644_2180049771361831896_n-1024x682.jpg 1024w, https:\/\/arunachaltoday.live\/wp-content\/uploads\/2026\/07\/713744096_2128061844575644_2180049771361831896_n-300x200.jpg 300w, https:\/\/arunachaltoday.live\/wp-content\/uploads\/2026\/07\/713744096_2128061844575644_2180049771361831896_n-768x512.jpg 768w, https:\/\/arunachaltoday.live\/wp-content\/uploads\/2026\/07\/713744096_2128061844575644_2180049771361831896_n-820x545.jpg 820w, https:\/\/arunachaltoday.live\/wp-content\/uploads\/2026\/07\/713744096_2128061844575644_2180049771361831896_n-600x400.jpg 600w, https:\/\/arunachaltoday.live\/wp-content\/uploads\/2026\/07\/713744096_2128061844575644_2180049771361831896_n.jpg 1280w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>Significantly, the order provides that the AAPSU President, or his representative, will be associated as a Special Invitee during the committee&#8217;s hearings, acknowledging the union&#8217;s role in raising the issue through its memorandum.<\/p>\n\n\n\n<p><strong><em>The committee has been tasked with examining:<\/em><\/strong><\/p>\n\n\n\n<p>The feasibility and methodology for abolishing the 80:20 reservation ratio.<\/p>\n\n\n\n<p>Constitutional and legal provisions governing reservation and the applicability of PRC in government recruitment.<\/p>\n\n\n\n<p>Recruitment and PRC systems followed in neighbouring states such as Assam, Mizoram, Nagaland and Manipur.<\/p>\n\n\n\n<p>Recommendations of the earlier High-Level Committee and the opinion of the Advocate General.<\/p>\n\n\n\n<p>The existing criteria for issuance of PRCs in Arunachal Pradesh.<\/p>\n\n\n\n<p>The committee has been directed to submit its report to the government within two months.
