ITANAGAR, Nov 6: The Enforcement Directorate (ED) has provisionally attached immovable properties worth \u20b96.77 crore in connection with the alleged Trans-Arunachal Highway (TAH) land acquisition compensation scam, bringing the total proceeds of crime secured in the case to approximately \u20b916.90 crore.<\/p>\n\n\n\n
The latest attachment was carried out by the ED’s Itanagar Sub-Zonal Office under Section 5(1) of the Prevention of Money Laundering Act (PMLA), 2002, following further investigation into alleged financial irregularities in the disbursement of land acquisition compensation under the TAH project.<\/p>\n\n\n\n
According to the agency, the newly attached assets comprise three properties spread across West Siang and Papum Pare districts. These include a G+2 residential RCC building measuring approximately 2,250 square metres at Yeggo Village in Aalo, valued at \u20b92.40 crore and registered in the name of Late Kemo Lollen, the then Deputy Commissioner of Ziro.<\/p>\n\n\n\n
The second property is JEYOUCh HUTS Resort, covering approximately 10,720 square metres at Tigdo Village under Doimukh, valued at \u20b92 crore and registered in the name of Toko That Jotam, son of Toko Taje. The third asset is a residential-cum-commercial building at A-Sector, Naharlagun, registered in the name of Tadar Babin and valued at \u20b92.37 crore.<\/p>\n\n\n\n
The investigation was initiated following an FIR registered by the SIC (Vigilance) Police Station, Itanagar, concerning alleged large-scale irregularities in the assessment and disbursement of compensation under the Potin\u2013Bopi stretch of the Trans-Arunachal Highway project.<\/p>\n\n\n\n
A Fact-Finding Committee constituted by the State Government reportedly detected excess compensation payments amounting to approximately \u20b944.98 crore. The alleged irregularities involved payments to fictitious and ineligible beneficiaries through manipulated official records, resulting in wrongful loss to the government exchequer.<\/p>\n\n\n\n
During further investigation, the ED reportedly uncovered several questionable financial transactions. The agency alleged that \u20b92 crore was paid in cash to Late Kemo Lollen, the then Deputy Commissioner of Ziro, in exchange for the fraudulent inclusion of an ineligible person as a beneficiary in the compensation records. Of this amount, \u20b940 lakh was allegedly routed through M\/s Tenzin Enterprises before being handed over to him through his son.<\/p>\n\n\n\n
The agency also traced another transaction of \u20b92 crore transferred to the bank account of Smt. Toko Yuch, wife of Toko Taje. The amount was subsequently allegedly utilised and layered through multiple accounts.<\/p>\n\n\n\n
In another significant finding, Tadar Babin was allegedly found to have received compensation of approximately \u20b95.47 crore despite having no land, structure or other assets in the project-affected area and no lawful entitlement to compensation.<\/p>\n\n\n\n
The ED identified Late Kemo Lollen, Toko Taje, the then Junior Engineer of Yazali Division, and Tadar Babin among the persons whose alleged roles and financial transactions came under scrutiny. A property held in the name of Toko Taje’s son has also been attached.<\/p>\n\n\n\n
Prior to the latest action, the agency had frozen bank balances and deposits worth approximately \u20b95.14 crore, seized \u20b92.62 crore in cash during searches on February 6, 2026, and attached immovable properties worth approximately \u20b92.37 crore belonging to Tadar Babin and Lika Maj through a provisional attachment order dated March 23, 2026.<\/p>\n\n\n\n
With the fresh attachment of \u20b96.77 crore, the total proceeds of crime secured through freezing, seizure and provisional attachment have now reached approximately \u20b916.90 crore.<\/p>\n\n\n\n
The ED had earlier filed a Prosecution Complaint on March 12, 2024, which was taken cognizance of by the Special Court (PMLA), Yupia, on March 14, 2024. A supplementary prosecution complaint was subsequently filed on March 30, 2026.<\/p>\n\n\n\n
