DCM directs all departments to open Pension Cell

ITANAGAR, May 09: Deputy Chief Minister, Chowna Mein convened a meeting of all Heads of Departments to discussed about the pension matters at State Civil Secretariat here today.

                He called upon the departments to take up pension cases on priority basis and cleared the pension cases without delaying citing that it is causing financial hardships to the retired govt employees specially of of C & D groups. He said that after serving the State Govt for more than 30 years, they should not be allowed to suffer and run from pillars to pillars in the Govt offices to clear their pension. He asked all the departments to open Pension Cell in their departments and to place a dedicated and experienced staff specifically to deal with pension cases.   

                It was also directed to all the heads of the departments to clear all the pending cases of pension by May 31. All Heads of the Departments were asked to communicate the name of nodal officers to the Directorate of Audit & Pension within 15 days. It was also instructed to Heads of the Departments to ensure that all the Govt employees verify their service book within the month of May. They were also asked to take a monthly review meeting on pension cases.  

A decision was also taken to address and send the registered pension papers to the heads of the departments with a copy to the concern heads of offices to raise the level of attention. It was also decided to take another review meeting in the month of July this year.

Principal Secretary Finance, Sharat Chauhan and Secretary Finance, Y W Ringu cleared doubts and queries on pension matters during the meeting.

Director of Audit & Pension, K Ronya informed that 398 pension cases are pending in the department and cited the main cause of delay in clearing pension cases as non-submission of completed pension papers by the departments, improper fixation of pay scale in accordance with the promotion, pay enhancements and increments, etc of an employee by the concern departments. He requested the heads of the departments to send for Initial Pay Statement (IPS) Check in every regular interval and to clear all the pension papers before 4-6 months of retirement of an employee. He assured that pension matters can be cleared by the Directorate within 2 months of a person’s retirement provided if all the pension papers of an employee are submitted by the departments.

On the occasion, an online presentation on BHAVISHYA – a Pension Sanction and Payment Tracking System, an initiative of Directorate of Pension and Pensioners’ Welfare was also made by Anil Bansal, TD/NCC and Deepak Shirahatti, HoD.

  The meeting was attended by PCCF, Secretaries, Chief Engineers and Directors of all the Departments.
