State Govt Bolsters Security arrangement in three districts for Controversial SUMP Project

ITANAGAR, Dec 13: In a move that has sparked debate, the Government of Arunachal Pradesh has set in motion a comprehensive security plan for the Siang Upper Multipurpose Project (SUMP). This decision comes despite objections from various organizations and villagers in the affected areas.

The Secretary Home of Arunachal Pradesh has officially requested the Director General of Police (DGP) to arrange accommodations and logistics for the deployment of security forces. This directive, also addressed to the Deputy Commissioners of Upper Siang, Siang, and East Siang districts, underscores the government’s determination to ensure the smooth implementation of the project.

The SUMP, a major infrastructure initiative spanning multiple districts, has been a subject of contention. While proponents argue for its developmental benefits, opponents cite environmental and social concerns. The scale and importance of the project have necessitated this extensive security arrangement.

The Secretary Home’s circulated message outlines a detailed security deployment strategy:

Upper Siang District

CAPF: Three companies stationed at Geku, Uggeng, and Jengging

State Police: One platoon at Yingkiong

Lady Police: One platoon each at Geku and Jengging

Siang District

CAPF: Five companies deployed as follows:

Two companies at Left Bank (Begging Village)

Two companies at Right Bank (Parong Village)

One company at NHPC Office, Boleng

State Police: One company for emergency law and order at Boleng HQ

Lady Police: One platoon each at NHPC Office Boleng, Boleng HQ, and Parong Village

East Siang District

CAPF: One company for the protection of NHPC camp office at Pasighat

The Secretary Home emphasized the urgency of the situation, stating, “The deployment is expected to commence by December 15, 2024, with all forces stationed at their designated locations.” To facilitate smooth coordination, Authority also requested to appoint a nodal officer who will be nominated to liaise between the Deputy Commissioners of the affected districts and the NHPC authorities.
