Cabinet Aapke Dwar: Cabinet Meeting Held at Nyapin, Discusses & Approves Record-Breaking 38 Development Agendas

NYAPIN,Feb 17: In a historic moment for Arunachal Pradesh, Chief Minister Pema Khandu convened the state’s fourth Outdoor Cabinet Meeting at the Mini Secretariat in Nyapin today. This marks the first such meeting under the tenure of Pema Sarkar 3.0, reinforcing the government’s commitment to bringing governance closer to the people under the Cabinet Aapke Dwar initiative.

During the meeting, the Cabinet deliberated on a record 38 agenda items, the highest in the state’s history, aimed at fostering holistic development.

Key Cabinet Decisions:

Landmark Legislation: The Cabinet approved The Arunachal Pradesh Arun Parivar Patra Authority Bill, 2025, which will establish a centralized family database to streamline the delivery of public welfare schemes.

Policy Think Tank: The government sanctioned the creation of the Institute for Transforming Arunachal (ITA), a premier policy research and advisory body under the Department of Finance, Planning & Investment, similar to NITI Aayog. ITA will play a crucial role in shaping State Vision@2047, aligning it with India Vision@2047.

Strengthening GST Framework: The Cabinet approved the Arunachal Pradesh Goods and Services Tax (Amendment) Bill, 2025, to enhance tax administration and compliance.

Land Management & Encroachment Control: The Cabinet authorized the appointment of Deputy Commissioners as appellate authorities under The Arunachal Pradesh Public Premises (Eviction of Unauthorized Occupants) Act, 2003, to regulate government land encroachment.

Revival of Handloom & Handicrafts: The newly approved Arunachal Pradesh Handloom and Handicrafts Policy – 2024 introduces a digital database for artisans and increases recognition awards for craftsmanship.

Child Welfare: The Cabinet sanctioned the creation of 270 contractual posts for the operationalization of Child Helpline Services across the state under the Mission Vatsalya Scheme.

Fire Safety Enhancement: Approval was given for the establishment of five new fire stations in Raga, Yupia, Boleng, Lemmi, and Tato, along with the creation of 90 new posts.

Justice & Law Enforcement:

Establishment of a Directorate of Prosecution under the Home Department for swift legal proceedings.

Creation of 84 posts to strengthen prosecution services.

Approval for 25 posts of scientific and laboratory assistants for mobile forensic units.

Administrative Reforms: The Cabinet decided to streamline engineering wings, assigning responsibility to relevant departments for enhanced efficiency and financial discipline.

Mission Olympics Launched: A new initiative to provide top-tier training, coaching, and infrastructure for athletes in Badminton, Skateboarding, Taekwondo, Judo, Weightlifting, and Wushu to enhance participation in global sporting events.

Youth Development Focus: Recognizing 2024-25 as the Year of Youth, the Cabinet approved the Arunachal Pradesh Youth Policy, outlining nine development goals, including education, employment, and well-being.

State-Level Sports Events: The Late Kalikho Pul Memorial State Table Tennis Championship and Late Jambey Tashi Memorial State Level Tug of War Championship were made annual calendar events.

Enhanced Dulari Kanya Scheme:

Institutional birth incentive: Fixed deposit increased to ₹30,000 (to mature at 18 years).

Class XI admission support: Direct benefit transfer of ₹20,000.

Total financial assistance: ₹50,000 per girl child.

Treasury System Modernization: With 22 out of 26 Treasury offices onboarded to a centralized Treasury Net System, the government aims for 100% digital implementation by May 2025.

New Administrative Units:

Circle Headquarters at Panyu.

Upgradation of Parsi Parlo to an independent ADC headquarters.

Upgradation of Sarli to an EAC headquarters.

Public Works & Infrastructure:

Creation of a PWD Sub-Division at Nyapin.

Establishment of an Electrical Sub-Division at Nyapin and Monigaon.

Formation of Nyobia CD Block and an RWD Division at Koloriang.

Healthcare & Sports:

Expansion of the Community Health Centre in Sangram.

Construction of Ring Road in Koloriang connecting key locations.

Development of a Multipurpose Sports Hall at Laying, Kurung Kumey.

The meeting concluded with Chief Minister Pema Khandu reaffirming his government’s commitment to inclusive and transparent governance, ensuring that the state’s progress aligns with national aspirations.
