Arunachal Cabinet Approves Landmark Reforms to Empower Youth, Boost Social Security, Enhance Education & Overhaul Recruitment”

ITANAGAR,Aug 8: The Arunachal Pradesh State Cabinet, under the leadership of the Hon’ble Chief Minister, convened on 8 August 2025, approved several far-reaching decisions aimed at empowering youth, strengthening the social security net, enhancing education, and reforming recruitment procedures across departments.

Launch of Arunachal Pradesh State Youth Policy 2025:

The Cabinet has approved the Arunachal Pradesh State Youth Policy 2025, marking a pivotal step towards holistic youth development. This action-oriented policy outlines 9 Youth Development Goals (YDGs) aimed at:

• Ensuring quality education and sustainable employment opportunities

• Promoting entrepreneurship, innovation, and skill development

• Encouraging healthy lifestyles and well-being

• Strengthening youth leadership and civic engagement

• Unlocking creative potential through arts, culture, and sports

• Transforming Arunachal into a premier hub for sports and adventure activities

• Promoting cultural heritage and biodiversity awareness

• Creating an inclusive, safe, and just society for the youth

The policy envisions a collaborative approach involving all stakeholders including Government Departments, NGOs, CBOs, and youth organizations.

Relaxation in Disability Pension Eligibility Criteria:

In a significant social welfare reform, the Cabinet has approved relaxations under the Chief Minister Disability Pension component of the Chief Minister Social Security Scheme (CMSSS):

• Age Criteria Removed: All persons with disabilities, regardless of age, are now eligible. Earlier it was 3 years and above. 

• Disability Percentage Relaxed: Eligibility now includes persons with 40% disability and above (earlier 70%).

• Other existing criteria remain unchanged. This progressive measure aims to ensure wider coverage and support for the Divyangjan community in the State.

Strengthening Higher Education Infrastructure

1. Creation of 18 Posts at Donyi Polo Govt. College, Kamki in Science Stream.

– 10 Assistant Professor posts

– 4 Laboratory Assistant posts

– 4 MTS posts

2. Creation of 5 Posts of Principal: 

– New posts of Principal have been approved for government colleges at Geku, Basar, Palin, Roing, and Tawang.

Reform of Recruitment Rules:

1. Stockman & Laboratory Assistant (Animal Husbandry Department)
Revised Recruitment Rules include:

• Updated age criteria

• Revised educational qualifications

• Streamlined selection procedures

• New Departmental Promotion Committee composition

2. Supersession of 1999 Rules for Statistical Inspector & Marketing Inspector:
The outdated 1999 rules have been replaced with the Agriculture Statistical Inspector Group-C Recruitment Rules, 2024, enabling direct recruitment of fresh statistical graduates.

Amendments in Forest Department Service Rules:

The Cabinet approved amendments to the following rules under the Department of Environment, Forest and Climate Change:

• Arunachal Pradesh Forest Service Rules, 2019 (Group-A, Gazetted, Non-Ministerial)

• Range Forest Officer Recruitment Rules, 2019 (Group-B, Gazetted, Non-Ministerial)

These amendments reflect the Government’s continuous commitment to strengthening governance and environmental protection.

​The Cabinet approved the Arunachal Pradesh Arun Parivar Patra Authority Rules 2025 for ensuring uniform procedures and operational clarity for all stakeholders. Framing of these rules will also ensure effective enforcement of data protection and consent norms while public confidence in the transparency and fairness of the system will be maintained.

​The Cabinet was briefed about the proposed inauguration of New Court Building of the Gauhati High Court, Itanagar Permanent Bench on 10th of August 2025. The new Court building heralds a new era of swift and seamless justice delivery to the people of Arunachal Pradesh.

These collective decisions of the State Cabinet reaffirm the Government’s commitment to inclusive governance, youth empowerment, academic excellence, and transparent administrative reforms.
